My iPad screen scrolls for no reason

What causes my iPad and other iPads in the house to scroll down for no reason. You can be reading an article and all of a sudden the screen jumps.

There is an issue when scrolling through pages in many apps. The scrolling image is not smooth - it is shaky and stutters. Chrome/Safari and YouTube look quite good. Could be ghost touch, which is usually from a failing digitizer.
