iPhone and iPad have their own version of the Apple TV app, which will be adapted to that screen size and device interactions (touch screen).
It is not possible to mirror the TV screen to a mobile device. Screen Mirroring is in the other direction.
Perhaps you can elaborate on why you would want to do this?
