Family sharing won't work for arcade and fitness+

Hi.

I'm an Apple arcade and fitness+ subscriber.

My dad is an icloud 200 GB subscriber.

Today as a family we opt to remove all our subscriptions and subscribe to the Apple One premium, under my dad's account.

He can access everything, we only have access to icloud but any other services (

TV, arcade and fitness+).

My dad live in Brazil and pays in Brazilian currency, we live in Canada at the moment. I don't know if it can be a limitation for Apple. Although icloud+ works.

I've tried to sign off and sign back into icloud and nothing changed.

How can Apple fix it?
