Not in any way that's supported by Apple. Apple has carefully chosen what devices each iteration of iOS will support. My iPhone 7 can't upgrade past iOS 15. An iPhone 6 can't upgrade past iOS 12. There are individual iOS "builds" for different devices and each one has specific drivers to work with things like the camera, cellular modem, speakers, etc. That doesn't exist for the iPhone 6 or 6 Plus beyond iOS 12.

An iPhone 5s, iPhone 6, or iPhone 6 Plus isn't capable of 13 or above; they require at least 2GB of RAM.
