Need help starting

I received a used iPad as a gift. The iPad has been wiped clean and I am trying to sync it with my phone. I am having a problem with this. It will not let me use my Apple ID so I can’t get past step one

Seek the original owner’s assistance, assuming your Apple ID is in order. You say the iPad was “wiped clean”, but apparently not completely.
