Return the phone for a refund. It is useless until the original owner unlocks the phone for you. Chances of that are about zero.

Sorry, but there is a good chance that the phone that you purchased was stolen.

Hard lesson learned. Never buy a used phone unless you can see the "hello" screen on the phone.

Ask them to give you a refund, or if applicable, ask the people running the store or website you bought it through for a refund. It's an anti-theft measure.

Unfortunately, until the currently-registered owner assists, the phone is not going to work for you.

This an intentional theft-deterrent mechanism (Activation Lock) which renders stolen devices worthless.
