You should install the SIM card.
If the the SIM card is not working correctly, you should contact your carrier for assistance. Apple cannot help with this.
There is no SIM card installed on the phone. The phone will not update until the SIM card is installed.
We assume that you have a good strong Wi-Fi Internet connection and the battery is fully charged, correct?

But I tried it even when there was a SIM card inside the phone but it’s still the same thing
You will need to contact your cellular carrier to get the SIM card working correctly or replaced.
The phone will not update until the cellular service from your carrier is working correctly.
what should I do now?
should I put the SIM card back , check the carrier properly and try again?
