Set the location for save to files

iCloud files was the default location for files when I selected "Save to Files", but now it is set to save files in Chrome in "On My iPhone"... how do I change it back to have the default file save location be iCloud?

I'm on iOS 16.3.1, so I'm not seeing the "Default Storage" options in each app... anyone have updated help?
