Why are my read receipts on for one person even though it says that they are off?

You can disable/enable read receipts for a single contact on your iPhone by following these steps:

Open the Messages app on your iPhone and tap on the conversation with the contact you want to enable read receipts for.
Tap on the person's name or phone number at the top of the conversation to open their contact information.
Toggle on the switch for "Send Read Receipts" to enable read receipts for this contact.
