Keeps requiring me to accept Terms and Conditions

I am having trouble accepting the Apple New iCloud T&Cs on my MacBook Pro Retina with Touch Bar. Each time I accept, it goes away like I have accepted and then it asks again soon after. Just continually...like I'm in ground hog day. I see others have this issue and I don't see that Apple has yet come up with a solution. Any ideas??? I'm not getting this recurring prompt on my iOS devices.

MacBook Pro 15″, macOS 10.15
