When it says on the iOS16.4 update it says to delete my apps temporarily will it delete all its data and other things i have on their too?

No. The system will delete the apps temporarily to create space to install the update. All of the associated data and settings of those apps will NOT be deleted. Once the apps are downloaded and installed again, then those apps will operate normally as they did before they were temporarily deleted.
