I am not able to play music with Apple Music classical outputting from my AppleTV HDMI to my stereo in Dolby Atmos like I can with the Apple Music app

with Apple Music app I can browse and select music and have it output from the Apple TV to my stereo via HDMI. I am able to play back music in Dolby Atmos this way.

however, Since I cannot use the Apple Music Classical app on my phone and have it control my AppleTV's music app so that it’s outputting Dolby Atmos to my stereo via HDMI, I probably won’t want to use this new app.

Are you able to save tracks, albums, or playlists on your iPhone in Apple Music Classical and then see those in the Apple Music app on your Apple TV? We're asking this as you should be able to see and play content from Apple Music Classical on other devices like MacBook, so on, because of the shared music library.
