How can someone turn off it’s location “ on my watch?
is there anything I can still do to locate my watch?

Without knowing your Apple ID password there is no way anyone else can turn off the tracking. If your Watch got lost or stolen and you are using "Find My" then at least turn on Lost Mode. I suspect the battery is simply dead. See:
