Opening folders via drag-and-drop in Finder

In Ventura 13.2.1 I have lost a drag-and-drop function: Using Finder, click and drag a file to hover over a different folder, and that folder should open to allow "drop". But it no longer opens. Tried 'safe mode', nothing. Tried Accessibility-Pointer Control - Spring Loading: no change. Tried clicking space-bar while hovering: nothing. This is an essential function for file organization: how can I get it back?
