Shortcut which uses Location

I have set one shortcut which is like when I leave certain location , one message to particular person shall be sent. But the privacy of the shortcut app for location is “while using app”but it is not offering “always”.

Hence, in background shortcut doesn’t run until I open the shortcut app. If it so only then there is no meaning of this shortcut feature.

Please advice on this.
