My Notes began showing responses in Arabic language (not installed) after automatic update of Redmi MI App; of which update is to fix Arabic display.
Everything else remains in English.

1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one that you want to install.
5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.

We can't reinstall an update. However, you can do a restore using your computer. This will remove everything on your iPhone, and reinstall the iOS software. You can then reinstall your backup, either computer or iCloud.
If the issue returns, then you'll need to restore again, and set up as new.

You also asked about using iCloud for your backup. You most definitely can, as iCloud security will protect your personal data.

Other Apps shows language as per Setting.
I tried changing both region & language.
The only App that shows text generated from iPhone in both non-intended and not-installed language is Notes. This includes existing Notes in addition to new Notes
Thanks. Two additional questions:
(1) is it possible to re-install update? I’m already at 16.3.1. there is no new update available.
(2) should I Computer instead of iCloud backup when I prefer to avoid setting up my App (like Bank) credentials?
FYI , there’s update iOS 16.4 after I asked above question. It doesn’t fix this problem. I am reluctant to use Backup and Restore because there’s too much work to manually add data back to Apps such as eMail accounts and Login for Banks. Unfortunately backup don’t save these for security reason. Nor can I duplicate email accounts from another device.

I tried restoration from iTunes backup. It seems problem is embedded into iTunes backup. Strangely, my new iPad restored from this iPhone backup doesn’t have this problem.

Problem resolved because Notes now has its own language ( my iOS is now 16.5 ) . Because the recent Apple tech advised above, I changed to English. Apple techs suspected use of VPN changed Notes language and suggested me to change VPN provider.

this happened to me recently. It appears to be a hack into your account via gmail. log into gmail and check connected devices and immediately remove unrecognized devices
