I dropped my iPhone 13 and it has a dent/scratches on the side of my phone by the volume button and I’m wondering if I could fix it using my apple care+ and just pay the other accidental damage for $99?

Yes, Apple Care+ covers two incidents per year for a reduced fee. So you can do that. But you will have to pay a reduced fee.
