Is there a way to register a phone number with iMessage that is not an iPhone?

No, and the number has to be your actual cellular phone number.

If you could elaborate a little more it would help me understand what you're saying. I can only assume here that the best solution for you would be to take the SIM card from this other phone number and insert it into your iPhone, I'll leave a guide here. This will make your iPhone send messages from this new phone number.
