Window bar at top of fullscreen apps MacOS Ventura 13.2.1 (22D68) MacBook 14"

When switching between fullscreen apps (Chrome, WhatsApp, Messenger, Twitter etc) using hot corners, a window bar appears at top of screen showing just the red, yellow and green window buttons.

Does not appear to happen when swiping with trackpad gestures.

It only disappears when you move cursor to top of screen then back down again. Very annoying.

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.2.1 —I would start there.
