Allowed access to a restricted website -> now I can’t clear my browsing history

You cannot clear those Apple Card transactions from your iPhone. Every month those recent transactions will roll into monthly statement folder and then eventually in the yearly folder when a calendar year has elapsed.

You may have Screen Time restrictions set to ON.
Open Settings ➡️ Screen Time ➡️ Content & Privacy Restrictions: Set this to OFF. If you want then you can clear your browsing history and set this switch back to ON.
