apple watch new icloud
i have my apple watch but i don’t have my old phone to connect it to and i don’t remember the icloud

If the Apple ID is yours, maybe an old one you forgot, then https://al-support.apple.com/#/getsupport
When you get access to your old ID you can sign in and remove the Watch from there
Of course if this was a gifted or "found" Watch and was never yours then any Apple device with activation lock still applied is totally useless to the new "owner" unless the original owner can be contacted.
