Is Apple TV original content available offline?

I’ve downloaded the Apple TV original Tehran but when offline it says it needs WiFi to watch it. Does Apple TV original content support downloads to watch offline?

Subscribers can download Apple TV+ content for a limited time, to watch on the device on which it was downloaded. You can’t transfer those files to other devices, nor stream (AirPlay) to other devices without online connectivity.

It should work. Episode 1 and 8 play offline. Episodes 2-7 won’t play, an error pops up saying this episode needs wifi. Weird…
