icloud storage scam?

I'm trying to figure out if the email I am receiving for iCloud storage upgrade is a scam. I already purchased a 50 GB plan .99/MO. and I have 35 GB left and it’s saying that it's used, but my phone says differently. Is this a scam?

usually you only reserve a message if you have less than 1GB left.
