iTunes doesn't work with windows 11

I have windows 11 on my laptop. I recently downloaded iTunes on said laptop and iTunes will not update my library nor make any of my purchases available. I've done everything.

• Checked to ensure iTunes is fully updated.
• Checked to ensure computer hardware and software are all updated.
• Uninstalled and Reinstalled iTunes.
• Turned off firewall.
• Turned off antivirus.
• Checked router and updated to latest firmware update.

Contacted Apple and after 6 hours of phone time and 4 sessions of remote access I still do not have access to my iTunes library. What is the next step?
