My phone is on DND with no allowed notifications yet it still rings/vibrates
i have it so no notifications are allowed and they still come through.

Do you have repeated calls enabled under DND?
Do you have Allow Calls enabled under DND?
Please look at your settings...
Repeated Calls: If someone calls you twice within three minutes, the second call isn't silenced.
