Return it for a refund. That’s your best option here, if the seller is still available.
If the seller still has the original purchase receipt should the serial number (or IMEI, if a cellular model) and can provide that receipt to you, that might be enough to convince Apple to unlock it for you.
If the seller has disappeared as is often the case, or if the sale was “as is”, then recycle the Watch as it will never be useful to you. We can’t help. Apple won’t. Yes, recycle it, really.
