You have to erase all contents and settings, reinstall the old OS, then migrate from your back up.

It is best to do all that from a bootable installer USB. Create a bootable installer for macOS - Apple Support

if you have a T2 Mac, you’ll need to enable booting from an external drive before you erase.

Then you will have to follow Barney's post. Back up your Mac, create a Ventura bootable installer, boot from it, erase your Mac, install, restore your data and apps from the backup.

1. Open the Apple menu from the menu bar and select System Settings.
2. Select General > Software Update.
3. Select Learn More under the Automatic Updates section.
4. Select Restore Defaults.

If and only if the 2 above suggestions are not working.

You don’t have a non-beta recovery. Recovery reflects the OS that is currently installed, although sometimes that gets corrupted, it seems.

FWIW, your best bet is to sign out of the beta program and wait for 13.3 to be released. Shouldn't be too long.
