i bought more storage yesterday and my phone lost apps and deleted my contacts. And I keep getting a message saying my iphone storage is too full.

If your iPhone says storage is full, clean up here:

Settings → General → iPhone Storage

You write that you have bought more space. I assume you mean in iCloud. Unfortunately, iCloud is not an extension of the iPhone's internal memory, but a backup solution in the cloud. You do not offload to iCloud, but mirror your content to iCloud.

If you have lost contacts, then you may be able to recover them. Look here:

Troubleshooting iPad Storage:

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

You cannot buy more storage for your phone. It will always have the amount of storage it came with. You have bought space in Apple's synching service, iCloud. the only way to create more space on your phone is to delete photos, messages, apps etc.. Be sure to save important photos and data to your computer or an external drive and restart the phone after each deletion. This video may help...
