Setting up Apple Cash for 13 Year Old

I'm trying to set up Apple Cash for my 13 year old son, who is part of my Family Sharing but when I click on Apple Cash it says Apple Pay services are currently unavailable. Please try again later. I have an iPhone 12 Pro.

iPhone 12 Pro Max, iOS 16

This may be a system error. Sometimes there are bugs. I would try again in a few hours/days. If the problem persists, contact Apple directly and they may be able to give you more guidance.
