The system always prompts me that the store balance is insufficient

If what you buy in the App Store exceeds the value you have on your Apple Balance, and you do not have another payment method associated, you will receive this message. Apple will always deduct money from your Balance first, and then your alternative payment method, such as a Credit Card.
The solution must be to add money to your Apple Balance, or add an alternative payment method.
