Can No Longer Save Webpage as PDF

Since I updated to 13.2.1, I can no longer save webpages as PDFs. When I click Export as PDF, there's the usual drop-down, but the function to click on Downloads is deactivated and the Save button is off the page and inaccessible.

Same exact thing happens when I click Save As.

I've restarted my MacBook, but that didn't help.

I took screenshots of the problem but the attachment function is likewise disabled.
