I have my iphone and ipad linked to my apple ID. i have the 200GB storage plan with this apple id, however, when i searched storage on my ipad, it shows that i have 128GB for my ipad. is there any way for me to use more of my 200GB on my ipad rather than my iphone? since i need the storage more on my ipad.

Your device and iCloud storage are entirely independent commodities. All devices that are signed-in to iCloud with the same AppleID can access the same iCloud storage:
Settings > [Your Name / AppleID] > iCloud > Manage iCloud Storage
