How can I delete my photoes and videos form my devise storage but not deleting it from the icloud ?

If you have iCloud Photos turned on then you cannot do that. They synchronie.

You can limit the amount used bu turning on Optimised Storage.

Or you can download them all to your Mac or PC with iTunes and turn off iCloud Photos and sync only those albums or favorites you want on there (aka the old fashioned way)
