why I can't install MacOS Ventura?

I was trying update or install MacOS Ventura on my Mac book Pro but I can't install it. I can only update to Ver 13.1.2 safari and I can lock in to my bank or other website said old version

MacBook Pro 15″, macOS 10.13

Ventura requires a 2017 or later MacBook Pro.
