Is there a way to change the color of the menubar while on fullscreen in MacOS Ventura? Some icons disappear on black background. *this is not about the auto-hide feature*

I am not using neither of those settings. See the screenshots:

Then have a few suggestions ;
1 - Get Support Choose a product and we’ll find you the best solution.Start now and open an Apple Support Ticket as they are Apple Employees to deal will these types of issues .
2 - Product Feedback - Apple and make it known to Apple regarding this ongoing issue

Sorry but when in Full Screen Mode the Main Menu Bar is normally on visible
First image is Full Screen Mode using the System Setting >> Appearance >> Light Mode
Second images Normal (Non Full Screen Mode )with Light Mode
The User appears to be using either Dark Mode OR using Auto Mode to auto Change from Daylight Hours ( SUN UP ) and now in you location SUN SET.
That is how the system works at present. I am not aware of any existing user settings to change it.
As P. Phillips said, use the Apple feedback page to let Apple know your views, as only Apple can change how macOS works.
