Many factors can affect the time required to download and install a system software update - and can be affected by many factors, including the loading on Apple’s servers and the speed of your internet connection.
If the update process doesn’t appear to progress for many hours, a process many have stalled requiring a restart. Until such time as the iPad reboots to the Apple logo and begins the actual software update, you can safely interrupt and restart the update process.
