Is there a way to lock a vpn so that it cannot be deleted? I have screen accountability software on my phone but it's completely useless because all I have to do is turn off the vpn. If there were a lock for the vpn toggle, my life would completely change.

I would also kill for this feature as someone who has ADHD. It seems like it would be easy to modify the VPN setting so it can be passcode protected but I doubt they'll prioritize the feature.

Unfortunately an MDM profile can be easily removed in the Device Management settings. There's no way to set up a iPhone/iPad to lock the MDM profile (unless it's managed by an outside organisation like a business or school).
Can you explain the use of this ”screen accountability software” and of the VPN client here, and of the combination?
What are your goals here, and the issues or limits?
The only way to enforce that would be by installing a management profile to allow the device to be controlled by an MDM system.
