We want to help get the Notes to sync without issue again.
Try the steps here to ensure you're still signed in with the correct account to sync the Notes:
"Set up iCloud for Notes on your iPhone, iPad, or iPod touch
- On your iPhone, iPad, or iPod touch, go to Settings > [your name] > iCloud.
- Do one of the following:
- iOS 16, iPadOS 16, or later: Tap Show All, tap Notes, then turn on Sync this [device].
- iOS 15, iPadOS 15, or earlier: Turn on Notes.
To view notes stored in iCloud, open the Notes app. In the Folder list, select All iCloud or a folder in the iCloud section."

If the issue continues, try restarting all involved devices and then testing again. You could also make sure all devices are fully updated. Or did you make any other changes to your account or settings that might cause this?
