Anyone know how I can arrange iOS apps via macOS?

This used to be possible using iTunes.

It hasn’t been possible for many years. However, you can use the "Apple Configurator" app that you can get from the Mac App Store. The Configurator is intended for managing a group of iPhones in a business environment, but it includes the ability to edit the home screen layout.
