I've looked at a couple fixes for this but none have worked does anyone have anything else to try. List of things I've tried:
Restarting the phone
Logging out of iCloud on the old phone
Deleting and redownloading the apps

Your new phone needs to be activated by your phone carrier in order to user their feature texting and calling.
My new phone wont get calls or texts but my old phone does?
