Turning iCloud on without old photos syncing to iPhone
I want to turn iCloud Photos back on to save storage but don’t want old images already in iCloud on my mac to sync to my iPhone. How can I do this?

When you enable iCloud Photos on a device all content will sync across all devices. You cannot manually choose which device does and does not sync within the Photos app. Also, if content is moved or deleted on one device that action will be mired across all devices.
