Do you have any Content & Privacy Restrictions enabled on your device?

Try go to Settings > Screen Time > Content & Privacy Restrictions, see if Background App Activities is marked as 'Allow'.

How to stop apps from refreshing in background when background refresh is OFF already iPhone 11 I don't know why no one seems to answer this question directly. I want to stop apps from refreshing in the background until I open them and want them to refresh. I've already read about fifteen times how background refresh is SUPPOSED to work, and my background refresh is off. Background App Refresh not working on any app. I have an iPhone 7 running iOS 15.7.1. Many apps are not updating their content while in background. Apps like WhatsApp, Telegram, Messenger, Twitter, instagram etc, Background App Refresh is enabled under Settings for all apps. This is NOT related to notifications. I do not wish to factory reset the device or reinstall the apps because I have lots of info in both apps that would be lost.

Do you have any Content & Privacy Restrictions enabled on your device?

Please note that if Low Power Mode is activated, you can neither activate nor deactivate apps in Background App Refresh.

Solve it by disabling Low Power Mode, go to: Settings > Battery. Disable Low Power Mode.

Actually the opposite is true for my phone as turning LPM on is the only way I can turn off the Background Apps Refresh! I’ve tried powering down and that doesn’t change it either.
