Change storage plan not working
When I go in to the iCloud setting and click on Change Storage Plan, nothing happens

Your description was what I expected, but I was stuck at step 4: When I tapped "Manage Account Storage or Manage Storage", nothing happened.
Something prompted me to check the card registered to my icloud account and it seems that was the problem. The card is valid, but there was a notice that my bank might ask for additional authorization (or something like that). There was a button I could click to fix it, but that didn't work either.
I ended up removing the card and adding another one. That fixed the initial problem with the unresponsive "Manage Account Storage or Manage Storage"-button
