iPhone 13 Notification Sound Low

Hi. I'm having an issue with the iPhone 13's notification sound volume.

In a nutshell, ringtones are super loud, but notifications are not.

It is simple to verify. Turn off attention aware features in Face ID and Passcode settings to prevent any interaction there.

Set the same tone for Ringtone and Notification.

Set volume to max.

Tap on ringtone to preview the sound. It is super loud.

Tap on notification sound to preview the sound. It is far, far quieter.

I have not seen a solution for this issue that is clearly a software issue. Why has this not already been fixed? I do not want my ringtone to be 100 dB, but I do want to hear my texts. So far, I do not have a solution for both aside from picking the loudest notification sound and hoping that I hear it.
