No "Select Backup Disk" Button in the Time Machine Preference Pane Ventura 13.1

When I go to change the drive I want to use for Time Machine it doesn’t allow me to use my chosen drive. Someone encounter this problem using Sierra and I follow his instructions but the Add/remove button doesn’t exist.

It is now just a “+” button, like many of the other lists.
