Your iCloud Photos library can only be stored on the C: Drive on a PC:


Note: You can only change the location to another folder on the C: Drive. External drives aren’t supported.

Keeping that in mind, we'd suggest trying to clear some storage space on your C: Drive. Reaching out to the manufacturer of your computer may be helpful for some additional guidance on how to do that.
