iPhone won’t sync notes

Make sure you've followed the steps here for setting up iCloud Notes: Set up iCloud for Notes on all your devices - Apple Support

If that doesn't help, have you made sure that your notes aren't syncing with a different account? If they are, you can add that account using these steps: Add or remove accounts in Notes on iPhone - Apple Support
