Software that is "Allow in the background"

Why are these apps allowed to run in the background even when I turn them off in the Allowed In The Background page in Settings..? I don't want these apps running in the background and I cannot turn them off as Apple suggests....

Over and over post of this nature


The hint is ignore these, it is quite a mess introduced in Ventura
