iPad 9th generation running iPadOS version 16.2 won't hold any apps I move there. I drag the app but when I release it disappears and goes back to where I dragged it from. Only one App in the dock - Settings. I turned iPad off and on.

Check there is a division in the Dock, it separates the "recently opened" apps, (right side), and the apps in dock, (left side). Try dragging your app to the left side, sure it will stay.
