Unfortunately, there are only 3 options for transferring ringtones to iPhones.
- Garage band
- iTunes on Windows or Finder on Mac
- 3rd party program, e.g. WALTR Pro (Very easy to use, drag n drop)
If you want to do it all on your iPhone, without the use of a computer, then Garage Band is the only solution. Otherwise you have to use the other options, unfortunately that hasn't changed yet.

If you want to use your Mac to transfer ringtones, you can do it in the Finder. But first, your Voice Memo must be converted to a ringtone format. Your Voice Memo is in M4A format and a ringtone must be M4R. Convert here:
When the M4A file is converted to M4A, it just needs to be transferred to your iPhone, so connect your iPhone to your Mac and open Finder. Find your iPhone in the overview, tap in and now you just have to "Drag and Drop" the file into the Finder window.
Finally press sync and now you should be able to find your new ringtone at the top here:
Settings > Sound & Haptics > Ringtone
